On March 15, 1963, the Confidential Office of the General Office of the Central Committee of the CPC distributed to comrades of the Standing Committee of the Political Bureau and the Secretariat the article "Concerning the Struggle Against Modern Revisionism," which discussed three issues in total: 1. The development process of modern revisionism and the current situation of the struggle against revisionism; 2. The issues and nature of the controversy; 3. The prospects of the struggle and our policy.

Annotation One here is written beside the following passage in the article "Concerning the Struggle Against Modern Revisionism": Stalin "in the struggles inside and outside the Party, confused the two different types of contradictions—contradictions between the enemy and ourselves and contradictions among the people—and the different methods for handling these two types of contradictions. He lacked a concrete and strict analysis of anti-Party elements and some discontented elements among the masses, regarding them all uniformly as counter-revolutionary elements colluding with imperialism, uniformly calling them enemies of the people, and uniformly using methods of suppression against them, resulting in the broadening of the elimination of counter-revolutionaries, mistakenly arresting and mistakenly killing many (Note: Mao Zedong changed 'many' to 'some') good people, committing serious (Note: Mao Zedong deleted the word 'serious') political and organizational errors." Annotation Two here is written beside the following passage in this article: Stalin "in Party and state organizations, as well as mass organizations and economic organizations, did not correctly implement or violated the proletarian democratic centralism.
