(November 6, 1962)

Comrade N. S. Khrushchev, First Secretary of the Central Committee of the Communist Party of the Soviet Union and Chairman of the Council of Ministers of the U.S.S.R.,
Comrade L. I. Brezhnev, Chairman of the Presidium of the Supreme Soviet of the U.S.S.R.:

On the occasion of the forty-fifth anniversary of the great October Socialist Revolution, we, on behalf of the Chinese people, the Communist Party of China, and the Chinese Government, extend to you, and through you to the Soviet people, the Communist Party of the Soviet Union, and the Soviet Government, our warm and heartfelt congratulations.

The October Socialist Revolution was the greatest revolution in human history. The victory of the October Revolution fundamentally shook the foundations of imperialist rule and opened a new epoch in which humanity transitions from capitalism to socialism and communism. For nearly half a century, the proletariat and working people of the whole world, following the brilliant path charted by the October Revolution toward thorough liberation, socialism, and communism, have launched fierce assaults against the imperialist system and won one tremendous victory after another. Today, the struggle of the peoples of all countries for world peace, national liberation, democracy, and socialism is surging vigorously forward, and no force on earth can stem this revolutionary torrent as it rushes ahead.

After the victory of the October Socialist Revolution, the great Soviet people, under the leadership of the glorious Communist Party of the Soviet Union, smashed imperialist armed intervention and domestic counter-revolutionary rebellions, defeated the onslaught of German fascism, overcame numerous difficulties on all fronts, and victoriously built the Soviet Union into a powerful socialist state with highly developed industry, agriculture, science, and culture, while making outstanding contributions to safeguarding world peace and supporting the revolutionary struggles of the oppressed peoples and oppressed nations. Now, the Soviet people, under the leadership of the Central Committee of the Communist Party of the Soviet Union headed by Comrade Khrushchev, are striving valiantly to build communism. The Chinese people feel boundless joy at the brilliant achievements of their fraternal Soviet people in the cause of socialist and communist construction.

The friendship and unity between the peoples of China and the Soviet Union are founded on the basis of Marxism-Leninism and proletarian internationalism and are eternal and unbreakable. The strengthening and development of the fraternal friendship and unity between our two countries serve the highest interests of the peoples of China and the Soviet Union and of the people of the whole world. The Chinese people will, as always, uphold the revolutionary principles of the Moscow Declaration and the Moscow Statement and continue to exert every effort to safeguard and strengthen the unity of the peoples of China and the Soviet Union and to safeguard and strengthen the unity of the entire socialist camp and the international communist movement. The Chinese people will forever stand together with the Soviet people and struggle to the end to oppose imperialism, defend world peace, and advance the cause of human progress.

We wish the fraternal Soviet people new and tremendous achievements in their magnificent cause of communist construction, and may the great friendship between the peoples of China and the Soviet Union endure forever!
