[2] Luo Ruiqing's report to Mao Zedong and the Party Central Committee on October 30, 1962, stated: Recently, after analyzing conditions in all respects, the Second Ministry of Machine Building proposed striving to explode the first atomic bomb in 1964. Achieving the atomic bomb explosion is a concentrated expression of the nation's scientific, technological, and industrial production levels, and is by no means something any single department can accomplish alone. Therefore, in addition to the arduous efforts required by the Second Ministry of Machine Building itself, close coordination from various industrial departments and scientific research institutions, as well as strong nationwide support in manpower and material resources, must be secured. Now, with only two years remaining until the scheduled date, it is suggested that a special committee be established under the direct leadership of the Central Committee to strengthen leadership over the atomic energy industry, to inspect and supervise the implementation of the plan at any time, to carry out specific allocation of necessary manpower and material resources, and to promptly resolve problems encountered in research, design, and production construction. When this suggestion was reported by the National Defense Industry Office to the Standing Committee of the Central Committee on October 19, Comrade Liu Shaoqi had already agreed in principle. We consider it best for Premier Zhou Enlai to take overall charge, with comrades He Long, Li Fuchun, Li Xiannian, and others participating, to form this committee.

On November 3, 1962, Mao Zedong approved the Second Ministry of Machine Building's plan to achieve the explosion of the first atomic bomb within two years, and decided to establish a Central Special Committee with Zhou Enlai as its director to strengthen unified leadership over this work.
