Comrade Truong Chinh, Chairman of the Standing Committee of the National Assembly of the Democratic Republic of Vietnam,
Comrade Pham Van Dong, Premier of the Government of the Democratic Republic of Vietnam:

On the happy occasion of the seventeenth anniversary of the founding of the Democratic Republic of Vietnam, we wish to extend, on behalf of the Chinese Communist Party, the Government of the People’s Republic of China, and the Chinese people, the warmest fraternal congratulations to the glorious Vietnam Workers’ Party, the Government of the Democratic Republic of Vietnam, and the Vietnamese people.

Over the past seventeen years, the industrious and courageous Vietnamese people, under the correct leadership of President Ho Chi Minh and the Vietnam Workers’ Party, have achieved great successes in the struggle against imperialist aggression and in the cause of socialist transformation and socialist construction. Now, with a revolutionary spirit of self-reliance, the Vietnamese people are unfolding a patriotic emulation campaign, engaging in selfless labor, and carrying out the development of the national economy with high morale.
