The rightist elements themselves did not request a review, yet the higher authorities insisted on a "pilot project" in order to gain experience and promote it. The incident took place in June and July. Its nature can be described as utterly rampant. After reading,

The Central Committee of the CPC, in its reply on August 17, 1962 (Document Zhongfa [62] No. 429), to the United Front Work Department of the Central Committee’s July 26 request for instructions on "Several Issues Concerning Work on Rightist Elements," pointed out: "The issue of reviewing and reversing verdicts for rightist elements should not be raised in general terms. Only for those very few individuals who were indeed completely wrongly classified—that is, who truly never had rightist statements or actions—should corrections be made realistically on a case-by-case basis. However, the opinion raised in the report that 'if rightist elements themselves or their family members request a review (including those who have had their rightist label removed), a review should be conducted' is inappropriate."
