The Central Committee of the Chinese Communist Party’s Decision on the Issue of Commercial Work (August 31, First Draft) consists of seven parts. The decision adopted by the Tenth Plenary Session of the Eighth Central Committee of the Chinese Communist Party on September 27 added one part, making a total of eight parts. The *Decision* points out that “developing the economy and ensuring supply” is the basic starting point of our commercial work. Our commercial work should, under the guidance of the state plan, correctly utilize the law of value in accordance with the principle of equivalent exchange, and through appropriate forms of purchase and sale, promote the development of agricultural and industrial production, and gradually ensure the supply of consumer goods for urban and rural residents. At the present stage, there are three channels for commodity circulation in our country: state-owned commerce, cooperative commerce, and rural fair trade. State-owned commerce is the economy of ownership by the whole people, the main body and leading force of commerce. Cooperative commerce is the socialist collective ownership economy, a powerful assistant to state-owned commerce. Rural fair trade is a venue for peasants to exchange what they have for what they need and to adjust surpluses and deficiencies; it is an objective necessity independent of human will and a necessary supplement to state-owned commerce and cooperative commerce. In addition, in order to organize a unified socialist domestic market, the *Decision* also stipulates issues concerning centralized unification and hierarchical management in the commercial sector. The *Decision* also makes clear provisions on issues such as the commercial management system and the step-by-step rectification and strengthening of the ranks of commercial department staff.

Item one is a comment written by Mao Zedong on the *Decision on the Issue of Commercial Work (Draft of the 28th)*. Mao Zedong changed “the 28th” to “August 31.” Item two is a comment written by Mao Zedong on the *Decision* (September 9, Second Draft). Item three is a comment written by Mao Zedong on a letter dated October 5, 1962, to Mao Zedong from Li Xiannian, Secretary of the Secretariat of the Central Committee of the Chinese Communist Party, and Chen Boda, Director of the Central Political Research Office. The letter stated: “The draft decision on the issue of commercial work has undergone some revisions. The revised version is now submitted for your review and approval.”

Over the past seventeen years, the industrious and courageous Vietnamese people, under the correct leadership of President Ho Chi Minh and the Vietnam Workers’ Party, have achieved great successes in the struggle against imperialist aggression and in the cause of socialist transformation and socialist construction. Now, the Vietnamese people, with the revolutionary spirit of self-reliance, are launching patriotic emulation campaigns, engaging in selfless labor, and implementing the development of the national economy with high morale.
