Comments on the Report of the Central Military Commission [1]
(August 18, 1962)

Distribute to all comrades for perusal. Our army, our people, our Party, our government—in short, the Party, the government, the military, and the people—are all excellent and invincible under heaven. Anyone who fails to see this essence is an opportunist.

[1] Refers to the report on the work of the Central Military Commission from May to July 1962, submitted by the CMC to the Party Central Committee and Mao Zedong on August 10, 1962. The report states that the main contents of the military work over these three months were: (1) taking emergency measures to prepare to smash the possible invasion of the southeast coastal areas by the U.S.-Chiang bandit gang; (2) waging a tit-for-tat struggle against India’s policy of encroachment in the western sector of the Sino-Indian border; (3) carrying out the 1962 conscription work ahead of schedule. During the period of emergency combat readiness from late May to mid-June, the morale of the troops was high, and all participating units were able to “set out immediately upon receiving the order.” Party and government organs coordinated closely and gave full support, and the masses of the people actively supported the front, united in confronting the enemy. The above work has now essentially been brought to a temporary conclusion.
