Notes [1] This section (I) consists of notes written by Mao Zedong on July 31, 1962, on a preliminary revised draft of the Regulations for Rural People’s Communes. Section (II) contains notes he wrote on August 24 on the revised draft dated August 6. The revised draft comprised nine chapters and sixty articles. On August 25, these notes of Mao Zedong, together with the revised draft dated August 17, were issued as documents of the Tenth Plenary Session of the Eighth Central Committee of the CPC for discussion among those attending the preparatory meeting of the session. On September 27, the Regulations for Rural People’s Communes (Revised Draft) were adopted at that plenary session. On October 11, the revised draft was transmitted to the people’s communes under CPC Central Document No. 5 [2]. [2] Refers to comrades then attending the CPC Central Work Conference in Beidaihe. [3] Chen Boda was at the time an alternate member of the CPC Central Political Bureau, Director of the Central Political Research Office, Deputy Minister of the CPC Central Rural Work Department, and Mao Zedong’s secretary.
