Democracy and centralism, centralism and decentralization; decentralism starts first with the central authorities (referring to comprehensive departments). A document must be drafted for agricultural mechanization, achieving mechanization in about twenty-five years, and simultaneously achieving industrialization. Some comrades lie down in the face of difficulties. Is it better to be passive, or to rouse one’s utmost vigor? Is it better to farm individually, or collectively? Attention must be drawn to this.

Is the emergence of passive sentiments in the face of difficulties an ideological problem?

The Planning Commission, the Economic Commission, and the various industrial and communications departments must strengthen support for agriculture. We must seize the opportunity for reform; there is still time.

The Planning Commission should draft two documents: a report on supporting agriculture, in three parts: direction, facing agriculture, and the policy of supporting agriculture.
