Amendments and Comments on Xinhua News Agency’s Dispatch Concerning Chiang Kai-shek’s Forces Preparing to Raid Our Coastal Areas [1] (June 11, 12, and 18, 1962)  I. The majority of Chiang’s bandit troops are being forced to their deaths, but there is also a contingent of diehard counterrevolutionaries who have come to the mainland to fight to the bitter end, or else to engage in looting along the coastal regions in hopes of striking it rich.
Given Taiwan’s small population and chronic shortage of manpower, the gang leaders are planning to round up young and middle-aged men from various coastal areas of the mainland to bolster their ranks.
Therefore, all military personnel and civilians throughout the country, especially those in the southeastern coastal provinces and their hinterland, must remain highly vigilant and make thorough preparations on all fronts so as to be ready at any moment to repel any incursions by Chiang’s bandits.

Lin Ke [2]: The draft revised last night [3] should be submitted to Comrade Shaoqi [4], who is requested to convene the Standing Committee members, together with Peng Zhen, Ruiqing, Xiaohua, Dingyi, and Lengxi [ ], to read the entire text aloud, deliberate upon it carefully, and then finalize the draft.

III.
Party committees at all levels: We are now transmitting to you, via internal telegram, a Xinhua News Agency news dispatch prepared for publication to expose Chiang’s bandits’ military adventurist plans.
You are urged to immediately explain this matter orally to cadres and the general public, so that the people may be generally prepared.
As for when it will be made public, the Central Committee will decide according to the prevailing circumstances.

Xiaohua was a member and deputy secretary-general of the CPC Central Committee Military Commission, as well as deputy director of the PLA General Political Department.
Dingyi refers to Lu Dingyi, who was an alternate member of the CPC Central Committee Political Bureau, a secretary of the Secretariat, head of the Central Propaganda Department, and vice premier of the State Council.
Lengxi refers to Wu Lengxi, who at the time was president of the Xinhua News Agency and editor-in-chief of the People’s Daily.
