Comments on the Question of Whether Saifuddin [I] Should Return to Xinjiang

Saifuddin, i.e., Saifuddin Eziz, was at that time Vice Chairman of the Standing Committee of the National People’s Congress, Secretary of the Secretariat of the CPC Xinjiang Uygur Autonomous Region Committee, and Chairman of the People’s Committee of the Xinjiang Uygur Autonomous Region, and was working in Beijing.

This comment was written on an opinion submitted by Saifuddin—forwarded by the United Front Work Department for Premier Zhou Enlai’s review—regarding the resolution of the issue of mass emigration from northern Xinjiang. In his opinion, Saifuddin expressed agreement with the Xinjiang Uygur Autonomous Region Party Committee’s analysis of the causes behind the emigration of certain groups in Tacheng and other areas, as well as with its proposed measures for handling the situation. He also suggested that, if necessary, he should be allowed to return to Xinjiang to assist in resolving the problem. Following Mao Zedong’s instruction, the Central Committee promptly decided to send Saifuddin back to Xinjiang to take up his post.
