This speech was organized and revised from February to April 1962, and on April 10 of the same year, the CPC Central Committee issued it as Zhongfa [62] No. 147 to all Central Bureaus, Provincial, Municipal, and Autonomous Region Party Committees, the Tibet Work

Committee, all ministries and commissions of the Central Committee, all Party Groups of state organs and people's organizations, and the General Political Department of the People's Liberation Army.
On February 3, 1966, Mao Zedong sent this speech to Wang Renzhong, First Secretary of the CPC Central Committee's Central-South Bureau, for reading, proposing: "Please consider revising it."
On February 4, Wang Renzhong wrote a letter to Mao Zedong after reading it. In the letter, he put forward some suggestions for revising the wording of the speech, and suggested that the speech be "reprinted and distributed to the county committee level, and organized for leading cadres above the level of commune party committee secretary to study," and said: "At present, a new upsurge has emerged in our country's socialist revolution and socialist construction. Correctly implementing democratic centralism is an important guarantee for guiding the healthy development of this upsurge. The 'industry, agriculture, commerce, education, military affairs, politics, and Party' aspects of work pointed out by the Chairman in his speech should all be carefully summarized for experience, and a complete set of guidelines, policies, and methods should be formulated to enable them to advance on the correct track. This is a matter of urgency, and it can be gradually achieved after the 'Four Cleanups' movement and leading cadres' staying at selected grassroots units."
On February 6, Mao Zedong wrote a comment to Peng Zhen on this letter: "Please consult with the Standing Committee members in Beijing and Comrades Kang Sheng, Ding Yi, and Boda to revise it once, and consider whether it should be printed and distributed to comrades at the county and regimental level at the request of the Central-South Bureau (only distributed to the Central-South Bureau as a pilot project, not distributed elsewhere). It seems that this issue is very important. To truly realize democratic centralism, it is necessary to go through serious education, pilot projects, and promotion, and to carry it out repeatedly over a long period of time. Otherwise, for the majority of comrades, it will always be just empty talk. Comrade Wang Renzhong's revisions are good." After being revised, this speech was sent to Mao Zedong for review again.
On February 12, Mao Zedong wrote a comment: "Comrade Peng Zhen:
All have been read, handle accordingly." On the same day, the CPC Central Committee issued this speech as Zhongfa [66] No. 103 for cadres above the county and regimental level throughout the Party to study.
In the notice issued by the Central Committee, it was pointed out that the speech "focused on the issue of democratic centralism. This issue is a fundamental issue in the life of our Party." The Central Committee required "all regions and departments to earnestly study this document in accordance with Comrade Mao Zedong's instructions, carry forward the spirit of criticism and self-criticism, educate the broad masses of cadres, especially leading cadres, to conscientiously implement democratic centralism and correct various unhealthy tendencies that violate democratic centralism."
On July 1, 1978, this speech was publicly published in the *People's Daily*.

On the third page of the fifth draft of the organized draft of the speech, Mao Zedong added the sentence "I myself have this kind of experience and have benefited greatly" after the passage "This kind of decline and transfer, whether correct or not, is beneficial, it can temper revolutionary will, it can investigate and study many new situations, and increase useful knowledge."
