It is imperative “to thoroughly summarize experience and formulate a comprehensive set of principles, policies, and measures so that this work can advance along the correct path.” Furthermore, “under the guidance of the General Line, a complete set of principles, policies, and measures must be developed through a method that draws on the masses—namely, by conducting systematic and meticulous investigations and studies. Only by historically examining both the successful and the unsuccessful experiences within the ranks of the people can we discern the objective laws inherent in things, as opposed to those that are merely subjective conjectures, and thereby devise regulations that are well-suited to the actual situation. This is a highly important task; comrades are urged to pay close attention to it.”
