This comment was written on a report submitted to him on January 10, 1962, by Tian Jiaying, Mao's secretary. The report said:
"The translation of the Chairman's Selected Military Writings into English, French, Russian and Spanish, organized by the Compilation and Translation Bureau, has now been basically completed and the various editions can probably be published within three months. To meet the needs of readers abroad, we have added some annotations. In the article 'Problems of Strategy in Guerrilla War Against Japan,' it is mentioned that one of the conditions for establishing guerrilla base areas is a vast territory, and that in small countries the possibility of waging guerrilla warfare is very slim or even nonexistent. In view of the fact that these foreign-language editions are to be distributed mainly in the countries of Asia, Africa and Latin America, some of which have already conducted victorious guerrilla wars, while in others such wars are going on or may break out, we are going to add an annotation to this passage to make it clear that under the new historical conditions the requirements for the revolutionary wars waged by the peoples of various countries are not entirely the same as those for our war of resistance against Japan, and that the size of a country is no longer the decisive condition for the final victory of guerrilla warfare. This annotation has been read by Comrade Kang Sheng. Now we submit it for the Chairman's examination and approval."
