Letter to President Goulart of Brazil
(January 7, 1962)
His Excellency Mr. João Belchior Goulart, President of the United States of Brazil
Dear Mr. President:
The Brazilian trade union delegation headed by Mr. Roberto Morena is returning home soon after its visit to our country. I am taking this opportunity of their homeward journey to ask them to bring this letter to you and extend to you my best wishes for the New Year.


I still recall with great pleasure the friendly talks we had during your visit to China last August. I was particularly impressed by the determination of the Brazilian people to safeguard national independence which you repeatedly stressed in our conversations. Shortly after you left China, the Brazilian people launched a struggle to defend Brazil's independence and oppose U.S. imperialist interference in Brazil's internal affairs. The Chinese people followed this struggle with great concern and warmly congratulated the Brazilian people on the victory they achieved.


Since assuming the presidency of Brazil, you have reaffirmed on more than one occasion that Brazil's foreign policy is to respect the sovereignty of other nations, refrain from interfering in the internal affairs of other nations, and establish diplomatic relations with all countries in the world. Such a foreign policy is, first of all, of great significance in checking the U.S. imperialist intervention and aggression against Cuba, ensuring the independent development of all Latin American countries, and establishing friendly relations with socialist countries. Such a foreign policy is also decidedly conducive to promoting peaceful coexistence among nations with different social systems and to safeguarding world peace. The Chinese people and the Chinese Government fully support this foreign policy of Brazil and, as in the past, will make unremitting efforts to further strengthen the friendship between the peoples of China and Brazil.
