(November 19, 1961)
A batch of materials Ill, to be sent to Jiang Qing; please select a few to read—there is no need to go through all of them. I am well; do not worry. I have recently received your letter and will reply separately.
Mao Zedong
November 19, 1961
[1]
This batch comprises five items: First, five articles published in an internal periodical compiled and printed by the International Department of the CPC Central Committee on April 29, 1961. Next to the title of the fourth article, “U.S. Military Experts Assert That Western Countries Are Incapable of Countering Chairman Mao’s Strategy of Protracted War,” Mao Zedong added emphasis marks and wrote, “To be read by Jiang Qing.” Similarly, next to the title of the fifth article, “The United States Considers Khrushchev a ‘Theoretical Innovator’ of Marxism-Leninism,” he also added emphasis marks. This article discusses three points about Khrushchev that Americans found hard to believe; Mao inscribed a brief note beside each of these three points, which constitutes Item Two here. Second, several important documents that Mao Zedong instructed be circulated on April 15, 1961. Third, the Decision of the Secretariat of the CPC Central Committee Regarding Recording and Documentation, issued on May 17, 1961. Fourth, a report dated April 4, 1961, from the Shandong Provincial Committee of the CPC to the CPC Central Committee and the East China Bureau, detailing the pilot implementation and explanatory work concerning the draft Regulations of the People’s Communes. Fifth, Issue No. 142 of the Situation Briefing, compiled and printed by the General Office of the CPC Central Committee on April 9, 1961, which contains feedback from cadres and a small number of commune members in two production teams in Huangchuan County, Henan Province, regarding the draft Work Regulations of the People’s Communes. On the second, third, and fifth items, Mao Zedong wrote, “To be read by Jiang Qing”; on the fourth item, he wrote, “Send to Jiang Qing for review.”
