Telegram on the Forty-Fourth Anniversary of the Revolution
(November 6, 1961)

To Comrade Nikita S. Khrushchev, First Secretary of the Central Committee of the Communist Party of the Soviet Union and Chairman of the Council of Ministers of the USSR,

To Comrade Leonid I. Brezhnev, Chairman of the Presidium of the Supreme Soviet of the USSR:

On the occasion of the forty-fourth anniversary of the Great October Socialist Revolution, on behalf of the Chinese people, the Communist Party of China, and the Government of the People’s Republic of China, we extend to you, and through you to the great Soviet people, the Communist Party of the Soviet Union, and the Government of the Soviet Union, our warmest fraternal congratulations.

The October Socialist Revolution is one of the greatest revolutions in human history; it has ushered in a new era in which humanity is transitioning from capitalism to socialism and communism. The victory of the October Revolution has had an immeasurable impact on the development of world history. The path opened up by the October Revolution is the broad and straight road along which the proletariat throughout the world, all oppressed peoples, and all oppressed nationalities may advance toward thorough liberation and ultimately to socialism and communism. No force in the world can prevent the peoples of all countries from marching victoriously forward along this glorious path.

Over the past few years, under the leadership of the Central Committee of the Communist Party of the Soviet Union headed by Comrade Khrushchev, the great Soviet people have achieved splendid victories in the comprehensive construction of communism and in the cause of safeguarding world peace. The Chinese people rejoice heartily at the tremendous achievements made by our fraternal Soviet comrades in all fields.

The peoples of China and the Soviet Union enjoy a profound friendship as close as that between brothers and sisters. Whether in the cause of building socialism and communism, or in the struggle against imperialist aggression and in defense of world peace, our two countries have always cooperated closely and supported each other. The great unity between the Chinese and Soviet peoples, founded on Marxism-Leninism and proletarian internationalism, has stood the test of time and cannot be shattered by any force. The Chinese people will spare no effort to continue strengthening the unity of the two peoples and to consolidate the solidarity of the socialist camp composed of twelve socialist states.

We wish the great Soviet people new successes in realizing the grand program for building communism in the USSR adopted at the Twenty-Second Congress of the Communist Party of the Soviet Union.
