(1) The situation is indeed better than last year. Everywhere we went, the masses said the situation is much better than last year—no more arbitrary requisitioning, no more reckless commandism, cadres no longer beat or punish people, and the principle of more pay for more work has given people hope in production and livelihood. (2) Flood disasters and water conservancy issues. The rainfall in the areas visited this year was not particularly heavy, so why were the floods so severe? There are two reasons: first, the rainfall was highly concentrated; second, there are problems with water conservancy construction. In the future, different regions must adopt different water conservancy construction policies. (3) Another kind of famine and its lessons. Why is it that counties, communes, and production brigades with the same soil quality and climatic conditions, and located right next to each other, have such varying results? The worse-off areas were mainly harmed by the "Five Winds," which sapped their vitality, and this year’s work repeatedly missed the right timing, suffering from the failure to "see things early and grasp them firmly." (4) The fundamental issue lies in earnestly and concretely implementing the Sixty Articles on Agriculture. (5) Mobilization
