Ke Lao refers to Ke Qingshi, then First Secretary of the East China Bureau of the CPC Central Committee. Jingquan, i.e., Li Jingquan, then First Secretary of the Southwest Bureau of the CPC Central Committee. Lantao, i.e., Liu Lantao, then First Secretary of the Northwest Bureau of the CPC Central Committee. Renqiong, i.e., Song Renqiong, then First Secretary of the Northeast Bureau of the CPC Central Committee.

On October 7, 1961, the CPC Central Committee issued the "Directive on the Issue of Basic Accounting Units in Rural Areas to All Central Bureaus and Provincial, Municipal, and District Party Committees," requiring Party committees at all levels to conduct serious investigation and study on this issue so that the Central Committee could make a decision. On February 13, 1962, the CPC Central Committee issued the "Directive on Changing the Basic Accounting Units of Rural People's Communes," deciding that rural people's communes should generally take the production team as the basic accounting unit.
