The "Decision of the Central Committee of the Chinese Communist Party on the Rotational Training of Cadres (Revised Draft)," printed and distributed on September 13, 1961 for discussion at the enlarged meeting of the Secretariat of the Central Committee of the Chinese Communist Party, stated: "The purpose of rotational training is to help cadres, under the guidance of Mao Zedong Thought, further understand and grasp the objective laws of socialist construction, overcome certain one-sided understandings and rightist or 'leftist' errors in practical work." Among this, "under the guidance of Mao Zedong Thought" was newly added in the revised draft printed and distributed this time. When Mao Zedong reviewed this decision (the final finalized version) after it had been discussed and revised by the enlarged meeting of the Secretariat of the Central Committee, he deleted the nine characters "under the guidance of Mao Zedong Thought" and wrote this marginal note.
