The “Three Guarantees and One Bonus” system will not work; instead, adopt the household responsibility system: Each production brigade shall maintain a reserve grain fund. When the state is in urgent need, a portion of this reserve should be handed over to the state; another portion may be lent to brigades suffering from natural disasters or experiencing poor production; and the remaining part should be kept as a strategic reserve. Additionally, there are funds for public welfare and administrative expenses, as well as resources allocated specifically for production activities.
[1] This is the record of a symposium convened by Mao Zedong on September 27, 1961, in Langgu. On September 29, Mao issued instructions for its distribution to members of the Standing Committee of the CPC Central Committee for study and discussion. On October 7, the Central Committee forwarded this symposium record along with other materials related to the issue of basic accounting units in rural areas to all central bureaus and party committees of provinces, municipalities, and autonomous regions.
