State-owned industrial enterprises must strictly adhere to the socialist principle of thrift and conscientiously implement economic accounting.
IV. Unified leadership with tiered management is both the state’s principle for administering state-owned industrial enterprises and the internal management principle within these enterprises. V. In state-owned industrial enterprises,
democracy must be promoted, the mass line thoroughly implemented,
the masses fully mobilized, and the enthusiasm and creativity of all workers, technical personnel, and office staff given full play, thereby enhancing their sense of ownership and responsibility. Centralized management should be correctly combined with mass movements. VI. The Communist Party organization within an enterprise serves as its leading core. Apart from the general provisions, the “Work Regulations for State-Owned Industrial Enterprises (Draft)” also includes ten chapters—planning management, technical management, labor management,
wages, rewards, and living benefits, economic accounting and financial management, inter-enterprise cooperation, the system of accountability,
the factory director responsibility system under the leadership of the Party committee, trade unions and workers’ congresses, and Party work—comprising a total of seventy articles.

Mao Zedong’s main revision to this draft directive was to delete the six characters “using Mao Zedong Thought” from the passage on page one, which stated: “The purpose of this draft regulation is to systematically summarize our experience in leading industrial enterprises—especially that of the past three-plus years—using Mao Zedong Thought, and to formulate rules and regulations for enterprise management that are suited to China’s actual conditions and can better serve the General Line and the Great Leap Forward.” In addition, he set the date of issuance of this directive as September 16, 1961.
