For over half a year, comrades in the entire Party, under the leadership of the Central Committee and Comrade Mao Zedong, have carried out a great deal of work. Now, the working outlook of our rural people's communes has already greatly changed, or is in the process of rapidly changing.

Party committees at all levels must establish investigation and research as a regular work system. It must be genuinely recognized that: conducting in-depth investigation and research among the masses using the Marxist-Leninist viewpoint is the prerequisite for doing all work well.

Jiang Qing, read intensively.
Two good documents [4] can serve as study materials for cadres at all levels. Now is certainly the time <when> it is necessary to re-educate all cadres, upper, middle, and lower.

**Letter to Liu Songlin [1] (June 13, 1961)**

Daughter:
How are you! How could there be any reason to forget? You must listen to advice and make up your mind to get married [2]. It is time. Indecisiveness leads to losing everything cleanly. Aiming too high and refusing what is within reach is a common failing among girls of your type. Is it not so? When the letter arrives, a reply to me would be most welcome!
Best regards.

[1] Item I of this piece is a critique on the draft directive by the Central Committee on discussing and trial implementing the revised draft regulations on the work of rural people's communes, drafted by Tian Jiaying, Deputy Director of the Political Research Office of the CPC Central Committee and Mao Zedong's secretary, and submitted on June 10, 1961, and on the investigation materials concerning the integration of grain production and animal husbandry production in the Xipu Brigade of Wang Guofan's Cooperative, by Zhao Ming and Zeng Yuan, cadres of the Central Rural Work Department, from February 1961. Item II is one revision (printed in Song typeface) made on this Central Committee draft directive submitted for review by Tian Jiaying on June 10. Item III is a critique on the revised draft of this Central Committee directive submitted for review on June 15. Item IV is one revision (printed in Song typeface) made on the revised draft of this Central Committee directive submitted for review on June 15. Item V is a critique written on the CPC Central Committee document issuing this directive on June 15, 1961.

[1] Wang Guofan, then Director of the Jianming People's Commune, Zunhua County, Hebei Province.
[2] The investigation materials by Zhao Ming and Zeng Yuan, cadres of the Central Rural Work Department of the CPC Central Committee, from February 1961, on the integration of grain production and animal husbandry production in the Xipu Production Brigade of Wang Guofan's Cooperative, stated: The Xipu Production Brigade is a village with 174 households. It was here that Wang Guofan established the "Poor Peasants' Cooperative." Now this village is a basic accounting unit of the Jianming People's Commune led by Wang Guofan. From the period of individual production through the period of cooperativization to the present, this village has integrated grain production and animal husbandry production well, with each promoting the other; therefore, grain and animal husbandry production have been steadily rising. In contrast, Dongpu Village, separated from Xipu Village by just one road, has seen its grain output continuously decline due to the yearly decline of its animal husbandry. The interrelationship between grain and livestock development in Xipu Village and Dongpu Village proves, from both positive and negative aspects, the principle that more grain leads to more livestock, more livestock leads to more fertilizer, and more fertilizer leads to more grain. The main reason for the yearly increase in pigs in Xipu Village is that they have consistently adhered to the policy of simultaneously developing public and private raising, with private raising as the mainstay, and adopted various measures to encourage commune members to raise pigs. In the development of the entire animal husbandry sector, they have implemented the policy of self-raising and self-breeding.
