Regarding Comrade Hu Qiaomu’s [1] Postponement of Return to Beijing and Continuation of Investigation: A Directive (May 9, 1961)

Hunan Provincial Party Committee, forward to Comrade Hu Qiaomu:

Your letter [2] has been received. It is very useful and has been distributed to all Central Bureaus and the Party Committees of all provinces, municipalities, and autonomous regions for reference. It is very necessary for you to continue investigating those several issues in the two provinces of Hunan and Hubei. The plan to return to Beijing on May 15 may be changed to arriving in Beijing on May 20.

Comrade Xiaoping: [3] It is not necessary for the members of the Drafting Committee to advance their arrival time in Beijing; it is still appropriate for them to arrive in Beijing on May 15, so that they can conduct a few more days of investigation work. As for Comrade Hu Qiaomu, it is appropriate for him to arrive in Beijing on May 20, because he has raised several new issues that require more detailed investigation.
