Drafted Notice and Instructions
(May 4, 1961)

To all Central Bureaus,
Party Committees of all provinces, municipalities, and autonomous regions:

Regarding the timing of the May Central Work Conference,
several responsible comrades from the provinces have proposed postponing it for a few days so as to allow more time for investigation and research work and to seek truth from the masses. The Central Committee deems it acceptable to postpone for a few days. It is now decided: All comrades of the Drafting Committee shall arrive in Beijing by May 15; the first secretaries of all Central Bureaus and Party Committees of all provinces, municipalities, and autonomous regions, along with their assistants, shall arrive in Beijing by May 20. This notice is hereby issued.
