〔1〕 These comments were written on an investigative report submitted on March 15, 1961, by Tao Zhu, First Secretary of the Central South Bureau of the CPC Central Committee and First Secretary of the Guangdong Provincial Party Committee, concerning the trial implementation of a fixed-quota system for surplus deliveries at the production teams (small teams) of the Lixi Brigade, Dali Commune, Nanhai County. The investigative material stated that following the rectification campaign within the commune, both the masses’ enthusiasm for production and the management initiatives of the brigade and its production teams had significantly increased. However, disagreements persisted among the production teams: those with high yields argued that they should not receive extra food simply because of their superior output, while underperforming teams contended that they too ought to be allocated grain according to the standard quota—indicating that the “communist wind” had not yet been thoroughly corrected. To resolve this issue, the Lixi Brigade piloted a new approach: building upon the “three guarantees” and “four fixations,” while maintaining the principle of unified distribution across the entire brigade, it set a rigid fixed quota for each production team’s delivery of surplus produce to the brigade. Once this quota was met, any additional output would be entirely at the disposal of the respective production team. After implementing this measure, the production drive among cadres and members of all teams was further stimulated, and the overall productive landscape of the brigade underwent a complete transformation.
