Comrades Liu, Zhou, Zhu, Lin, Chen Yun, Chen Yi, Fuchun, Boda, and Lengxi[1], nine comrades:
Please read pages 47 to 59 of the afternoon edition of *Reference Materials*[2] dated October 12, concerning the debate on the disarmament issue proposed by Khrushchev at the United Nations General Assembly, and the situation of the Soviet side's major defeat. (I hope you can finish reading before 4 p.m. I plan to hold a discussion on the international situation around 4 p.m.)

Chen Yun, then Vice Chairman of the CPC Central Committee and Vice Premier of the State Council. Chen Yi, then Member of the Political Bureau of the CPC Central Committee, Vice Premier of the State Council, and Minister of Foreign Affairs. [2] The general title of the content on pages 47 to 59 of this issue of *Reference Materials*, compiled and printed by the Xinhua News Agency, was "The UN General Assembly Passed Debate on Disarmament Issue by the Political Committee on the Afternoon of the 11th." It mentioned: Soviet Premier Khrushchev spoke first at today's meeting. After accusing the United States of obstructing the restoration of China's seat in the United Nations and artificially intensifying international tensions, he proposed that heads of state directly discuss disarmament at the UN General Assembly.
