(September 8, 1960)

Comrade Todor Zhivkov, First Secretary of the Central Committee of the Bulgarian Communist Party,
Comrade Dimitar Ganev, Chairman of the Presidium of the National Assembly of the People's Republic of Bulgaria,
Comrade Anton Yugov, Chairman of the Council of Ministers of the People's Republic of Bulgaria:

On the occasion of the sixteenth anniversary of the Bulgarian socialist revolution, we wish, on behalf of the Chinese Communist Party, the Government of the People's Republic of China, and the Chinese people, to extend fraternal greetings to the Bulgarian Communist Party, the Government of the People's Republic of Bulgaria, and the Bulgarian people.

The Chinese people follow with delight the achievements the fraternal Bulgarian people, under the leadership of the Bulgarian Communist Party and the Government of the People's Republic of Bulgaria, have made in the cause of building socialism and safeguarding peace in Europe and the world. The Bulgarian people are engaged in diligent labor to fulfill the Third Five-Year Plan ahead of schedule, the completion of which will make the People's Republic of Bulgaria still more prosperous and flourishing.

The development of the fraternal friendship between the peoples of China and Bulgaria, based on Marxism-Leninism and proletarian internationalism, contributes to the socialist construction of our two countries and to the strengthening of the forces of the socialist camp headed by the Soviet Union. The Chinese people will strive to safeguard and develop the friendly and cooperative relations between our two peoples.

We wish the Bulgarian people new achievements in the cause of building socialism, safeguarding world peace, and promoting human progress.

May the unbreakable fraternal friendship between the peoples of China and Bulgaria be further consolidated and developed.
