This is Mao Zedong's comment on the report dated August 5, 1960, by Luo Ruiqing, Secretary-General of the Central Military Commission of the CPC Central Committee, Chief of the General Staff of the People's Liberation Army, and Vice Premier of the State Council.

Luo Ruiqing's report provided an account of the shelling directed at us by the Kuomintang forces on Kinmen over a period of time and put forward four suggestions:
(1) Immediately strengthen reconnaissance measures to further ascertain the enemy's intentions behind this shelling.
(2) We may temporarily disregard sporadic enemy shelling.
(3) If the enemy continues shelling and causes us harm, we should consider adopting suppressive or punitive shelling, but such shelling must be reported to the Central Military Commission for decision.
(4) Regardless of the enemy's intentions in shelling, our frontline forces in Xiamen should maintain appropriate combat readiness.
