Instructions on the Report on the Situation of the Beidaihe Conference

[1] Refers to the Central Committee Work Conference of the Communist Party of China held in Beidaihe from 5 July to 10 August 1960.
[2] The report of the Henan Provincial Committee of the Communist Party of China, dated 24 August 1960, on the arrangements for implementing the Beidaihe Conference, submitted to the Central Committee, states:
From 17 to 22 August, the Standing Committee of the Provincial Party Committee heard the transmission of the spirit of the Beidaihe Conference and studied and made arrangements regarding the Central Committee’s three important directives on ensuring grain output, ensuring steel output, and ensuring the fulfillment of foreign trade tasks. The Standing Committee members unanimously hold that it is necessary to hold high the banner of Mao Zedong Thought, uphold the principles of Marxism-Leninism, and wage a resolute, protracted, and thorough struggle against the Right opportunism represented internationally by Khrushchev. In this struggle, they fully support the Central Committee’s policy of upholding principles and upholding unity, as well as the principle of acting with reason, advantage, and restraint. In order to systematically implement the spirit of the Beidaihe Conference, the Provincial Party Committee has decided to convene a work conference on 26 August, lasting 8 to 10 days, first to transmit and discuss the issue of the situation, and then to concretely study how to launch in Henan a campaign to increase production and practice economy centered on ensuring grain output and ensuring steel output, and to arrange the work for the remaining four months of this year.
On 4 September, the Central Committee of the Communist Party of China transmitted this report of the Henan Provincial Committee.
