Telegram on the Sixteenth Anniversary
(August 22, 1960)

Comrade Gheorghe Gheorghiu-Dej, First Secretary of the Central Committee of the Romanian Workers’ Party,
Comrade Ion Gheorghe Maurer, President of the Presidium of the Grand National Assembly of the Romanian People’s Republic,
Comrade Chivu Stoica, President of the Council of Ministers of the Romanian People’s Republic:

On the happy occasion of the sixteenth anniversary of Romania’s liberation, we, on behalf of the Chinese Communist Party, the Government of the People’s Republic of China, and the Chinese people, extend fraternal congratulations to the Romanian Workers’ Party, the Government of the Romanian People’s Republic, and the Romanian people.

Under the leadership of the Romanian Workers’ Party and the Government of the Romanian People’s Republic, the Romanian people have achieved tremendous successes in socialist construction. The national economy of Romania is now developing vigorously. The Six-Year Plan for the Development of the National Economy for 1960–1965 and the Long-Range Economic Outline, adopted at the recently convened Third Congress of the Romanian Workers’ Party, have further inspired the Romanian people’s enthusiasm for and confidence in the cause of socialist construction.

The Romanian people have made significant contributions to opposing the imperialist policies of aggression and war and to safeguarding world peace.

In recent years, the fraternal friendship between the Chinese and Romanian peoples and the friendly, mutually supportive and cooperative relations between our two countries have developed on the basis of great proletarian internationalism. This will surely promote the common prosperity of the socialist cause in our two countries and strengthen the forces of the socialist camp headed by the Soviet Union.

We wish the Romanian people new and still greater achievements in the struggle to build socialism, safeguard world peace, and advance the cause of human progress. May the fraternal friendship between the Chinese and Romanian peoples endure forever.

Chairman of the Central Committee of the Chinese Communist Party

Liu Shaoqi

Zhu De
Chairman of the Standing Committee of the National People’s Congress of the People’s Republic of China
