Commentary on the Discretionary Arrangement of Work for Xia Zaibo and Three Others (August 22, 1960)  This letter and its enclosures are to be forwarded by the Secretariat to the United Front Work Department of the Hunan Provincial Party Committee for appropriate handling.
In addition, Mr. Tian Shiqing and Mr. Jiang Zhuru face similar issues.
Whether these three individuals—Xia Zaibo, Tian Shiqing, and Jiang Zhuru[1]—are qualified to be appointed as members of the Hunan Provincial Institute of Literature and History should be discussed by comrades in the Provincial United Front Work Department with Mr. Zhou Shizhao[2], the Vice Governor of Hunan; Mr. Zhou is familiar with their circumstances.
He was in Beijing attending a meeting of the China Democratic League, and I spoke with him yesterday about these three men.
