This critique was written on a telegram sent by the Chinese Embassy in Switzerland to the Ministry of Foreign Affairs on July 22, 1960.
The telegram stated that on July 14, the French weekly *L'Express* published an editorial written by its director, Jean-Jacques Servan-Schreiber, entitled "The Year of China," pointing out that the collapse of the Paris four-power summit conference and the negotiations between France and the provisional government of Algeria demonstrated that China's analysis of world affairs in 1960 was more astute than that of the Soviet Union, and that on each occasion the attitude adopted by China gained the upper hand. The overall situation in the first half of 1960 was that events were consistent with China's analysis, and Khrushchev therefore came around to Beijing's theory.
