The article, published in Issue No. 54 of *Propaganda and Education Trends* compiled and printed by the Propaganda Department of the CPC Central Committee on July 20, 1960, states that in light of the lesson of severely low morale during the war of aggression in Korea and the gradual weakening of the will and physical fitness of American youth, the U.S. military has in recent years continuously emphasized the “human factor,” with a marked increase in statements stressing the role of man. The U.S. military’s research on the “human factor” in modern warfare involves a massive institutional setup and is carried out in coordination and cooperation with certain universities and research institutes. In addition, the U.S. military also focuses on studying the issue of prisoners of war, the problem of enticing officers and soldiers to regard the military as a career, and the problem of eliminating fear of nuclear warfare, and holds that efforts must be strengthened in the following areas: 1. Strengthening “anti-communist patriotic education” for officers, soldiers, and youth. 2. Improving the treatment of military personnel. 3. Strengthening “nuclear confidence education.”
