This telegram, sent by the Chinese Embassy in Bulgaria to the Ministry of Foreign Affairs on July 19, 1960, stated that, according to reliable information, Todor Zhivkov, First Secretary of the Central Committee of the Bulgarian Communist Party, was writing an article for the journal *Problems of Peace and Socialism* opposing so-called dogmatism, in which the Chinese Party would be sharply criticized. It was also reported by a Soviet graduate student studying at Sofia University that Khrushchev still enjoyed prestige in the Soviet Union, that his domestic policies were being implemented with considerable effectiveness, and that he would not step down for the time being. At present, the main thrust of the attacks by Khrushchev and Zhivkov against the Chinese Communist Party is directed at Mao Zedong.
