Refers to a telegram dated July 17, 1960, from the Chinese Embassy in Switzerland to the Ministry of Foreign Affairs. The main contents of the telegram are: (1) The main trend in the current foreign policy of the West German government is to intensify arms expansion and war preparations and accelerate the realization of atomic armament. Domestically, it vigorously propagates national revanchism; externally, it intensifies collusion with U.S. imperialism. (2) Arms expansion and war preparations are the central content of all of West Germany’s current diplomatic activities. (3) In domestic affairs, the legal basis for intensifying arms expansion and war preparations is being strengthened. (4) West Germany’s acceleration of rearmament has increased the unease of Western European countries and the contradictions among the imperialist countries, especially the contradictions between Britain and Germany and between Britain and France.
