Telegram on the 39th Anniversary of the Victory of the Revolution
(July 10, 1960)

Comrade Yu. Tsedenbal, First Secretary of the Central Committee of the Mongolian People’s Revolutionary Party and Chairman of the Council of Ministers of the Mongolian People’s Republic,
Comrade Zh. Sambuu, Chairman of the Presidium of the Great People’s Khural of the Mongolian People’s Republic,
Comrade L. Tsende, Chairman of the Great People’s Khural of the Mongolian People’s Republic:

On the occasion of the 39th anniversary of the victory of the Mongolian People’s Revolution, we wish to extend, on behalf of the Chinese Communist Party, the Government of the People’s Republic of China, and the Chinese people, to you, and through you to the Mongolian People’s Revolutionary Party, the Government of the Mongolian People’s Republic, and the Mongolian people, our warm fraternal congratulations.

Under the leadership of the Mongolian People’s Revolutionary Party and the Government of the Mongolian People’s Republic, the Mongolian people have achieved tremendous successes in accelerating socialist construction and completing the cooperativization of agriculture and animal husbandry. At present, inspired by the policy formulated by the Mongolian People’s Revolutionary Party of accelerating socialist construction primarily through self-reliance, the Mongolian people are striving with boundless enthusiasm to fulfill the Three-Year Plan ahead of schedule. At the same time, the Mongolian people have made positive contributions to strengthening the unity of the socialist camp headed by the Soviet Union, to opposing modern revisionism, to opposing the war policies and aggressive policies of U.S. imperialism, and to safeguarding peace in Asia and the world. The Chinese people are elated and inspired by every success and victory achieved by their fraternal Mongolian people.

Over the past year, the profound friendship between the peoples of China and Mongolia has undergone new and significant development on the basis of Marxism-Leninism and proletarian internationalism. Not long ago, the delegation of the Great People’s Khural of the Mongolian People’s Republic, headed by Comrade B. Jargalsaikhan, former Chairman of the Great People’s Khural of the Mongolian People’s Republic, visited our country; and Comrade Zhou Enlai, Premier of the State Council of the People’s Republic of China, visited the Mongolian People’s Republic. During Comrade Zhou Enlai’s visit to Mongolia, China and Mongolia signed the Sino-Mongolian Treaty of Friendship and Mutual Assistance, the Agreement on Economic and Technical Aid, and the Agreement on Scientific and Technical Cooperation. This has made an immense contribution to further strengthening and expanding the fraternal friendship and all-round cooperation between the two countries and to promoting the common upsurge in the socialist construction undertakings of both countries, and at the same time holds great significance for consolidating the great unity of the socialist camp and safeguarding peace in Asia and the world.

We wish the Mongolian people still greater achievements in the cause of socialist construction and the defense of world peace. May the fraternal friendship between China and Mongolia endure forever.
