Telegram from Mao Zedong et al. Congratulating Mongolia on the 39th Anniversary of the People’s Revolution (July 10, 1960) To Comrade Y. Tsedenbal, First Secretary of the Central Committee of the Mongolian People’s Revolutionary Party and Chairman of the Council of Ministers of the Mongolian People’s Republic; to Comrade Z. Sambu, Chairman of the Presidium of the Great People’s Khural of the Mongolian People’s Republic; and to Comrade L. Tsend, Chairman of the Great People’s Khural of the Mongolian People’s Republic: On the occasion of the 39th anniversary of the victory of the Mongolian People’s Revolution, on behalf of the Communist Party of China, the Government of the People’s Republic of China, and the Chinese people, we extend to you, and through you to the Mongolian People’s Revolutionary Party, the Government of the Mongolian People’s Republic, and the Mongolian people, our warm fraternal congratulations. Under the leadership of the Mongolian People’s Revolutionary Party and the Government of the Mongolian People’s Republic, the Mongolian people have achieved tremendous successes in accelerating socialist construction and completing the collectivization of agriculture and animal husbandry. At present, inspired by the policy formulated by the Mongolian People’s Revolutionary Party—namely, to accelerate socialist construction primarily through self-reliance—the Mongolian people are enthusiastically striving to complete the Three-Year Plan ahead of schedule. Simultaneously, the Mongolian people have made positive contributions to strengthening the unity of the socialist camp led by the Soviet Union, to opposing modern revisionism, to resisting the war and aggressive policies of U.S. imperialism, and to safeguarding peace in Asia and throughout the world. The Chinese people are overjoyed at every achievement and victory attained by our fraternal Mongolian brothers.

Over the past year, the deep friendship between the peoples of China and Mongolia has undergone new and significant development on the basis of Marxism-Leninism and proletarian internationalism. Not long ago, a delegation of the Great People’s Khural of the Mongolian People’s Republic, headed by Comrade B. Jalkhaisan, former Chairman of the previous session of the Great People’s Khural, paid a visit to China; concurrently, Premier Zhou Enlai of the State Council of the People’s Republic of China visited the Mongolian People’s Republic. During Premier Zhou’s visit to Mongolia, the two countries signed the Treaty of Friendship and Mutual Assistance between China and Mongolia, as well as agreements on economic and technical assistance and scientific and technological cooperation. These documents have made a tremendous contribution to further strengthening and expanding the fraternal friendship and comprehensive cooperation between our two nations, promoting the joint upsurge of socialist construction in both countries, and at the same time playing an important role in consolidating the great unity of the socialist camp and maintaining peace in Asia and the world. We wish the Mongolian people ever greater achievements in their endeavors to build socialism and defend world peace. May the fraternal friendship between China and Mongolia endure forever.
