The positive aspect is that the situation is excellent, this is the main thing. The negative aspect, the prominent manifestation is "five more, five less." That is to say: more meetings, less contact with the masses; more documents and reports, less summarization of experience; more affairs, less learning; more general appeals, less meticulous organizational work; people squat in the organs more, serious investigation and research less. They said that from January 1st to March 10th this year, in seventy days, the county party committee and its departments held a total of 184 meetings attended by the party secretaries of each commune and the heads of departments. There were 56 telephone conferences. 1,074 documents were printed and distributed, and 595 reports were made. Comrades, this situation cannot continue. When things reach an extreme, they will revert; we must create conditions to make this bureaucracy move towards its opposite. Licheng County has already formulated methods to overcome the "five more, five less." The Shandong Provincial Party Committee has promoted the Licheng method to the whole province for implementation. Comrades, does this bureaucratic state only exist in Licheng County or Shandong Province? How can we be sure? It is very likely that it exists everywhere. The method of overcoming the "five more, five less" can be modeled after the Licheng method.
