Comments on the Report on the Opinions Regarding the Arrangements [I]

Before the meeting, please ask Comrade Tan Zheng to consult once with Comrade Xiaoping. My opinion is to focus on practically solving problems; externally, do not boast extravagantly.

1. There will be 5,500 representatives attending this conference, including 5,040 militia representatives, 110 representatives from the Red Guards, Young Pioneers, and veteran militiamen, and 350 representatives of soldiers from the army preparing for demobilization.


2. The conference is scheduled to officially open on April 18, lasting 10 days. The conference format will primarily consist of plenary sessions, combined with medium and small group meetings. It is proposed to invite Comrade Luo Ronghuan to deliver the opening speech, Comrade Luo Ruiqing to give a report on militia construction issues, and Comrade Lin Biao to deliver the closing speech. 3. It is suggested that Chairman Mao and leading comrades of the Central Committee be invited to attend the opening, receive the attending representatives once, and take a group photo as a memento. Additionally, some prizes and souvenirs will be distributed to the attending representatives.


On April [day missing], the National Conference of Militia Representatives opened in Beijing; Mao Zedong did not attend.

A report dated March 21, 1960, from Tan Zheng, Director of the General Political Department of the Chinese People's Liberation Army and Vice Minister of National Defense, and Xi Zhongxun, Vice Premier of the State Council, to Zhou Enlai, Mao Zedong, and the Central Committee stated that the Preparatory Committee for the National Conference of Militia Representatives held its first meeting on March 17. The preparatory status and arrangement opinions for the conference are as follows:

Xiaoping, i.e., Deng Xiaoping, then serving as General Secretary of the CPC Central Committee, member of the Standing Committee of the Central Military Commission, and Vice Premier of the State Council.
