Refers to the report of the Ningxia Hui Autonomous Region Party Committee of the CCP, dated March 25, 1960, on correcting serious errors in the work of Zhongning County and removing the principal leading members of the county Party committee, submitted to the Central Committee and distributed to all prefectural, municipal, and county Party committees.

Refers to the draft directive of the Central Committee of the CCP approving the Ningxia Regional Party Committee’s report on correcting serious errors in the work of Zhongning County, addressed to the Ningxia Regional Party Committee and the Party committees of all provinces, municipalities, and autonomous regions, as well as all ministries, commissions, and Party groups of the Central Committee. The draft directive states: Although the problem in Zhongning County is an isolated case, its nature is serious. Falsifying achievements, concealing shortcomings, and even retaliating against those who report the true situation constitute a serious violation of Party discipline and are absolutely impermissible. All units where such bad elements and misdeeds exist should learn the lesson of Zhongning County and deal with them promptly and seriously, so as to educate the broad ranks of Party members and cadres. Every Communist Party member must be loyal and honest to the Party, must not conceal or distort the truth of facts, must foster a style of seeking truth from facts, must boldly report all kinds of true situations to the Party’s leading organs, and must wage resolute struggle against all phenomena, both inside and outside the Party, that harm the interests of the Party and the people. The second part of this text is a sentence added by Mao Zedong to the draft directive. On March 31, 1960, the Central Committee of the CCP issued this directive.

Shangkun, namely Yang Shangkun, was then Alternate Secretary of the Secretariat of the Central Committee of the CCP and Director of the General Office of the Central Committee.
