Revision of the Draft Report on the Plan Outline [1]

In accordance with the demands of the rapid development of the productive forces, the continuous reform of the relations of production and the superstructure opens up broad paths for the uninterrupted development of the productive forces. And the uninterrupted development of the productive forces, in turn, compels the relations of production and the superstructure to undergo continuous reform without fail.

In this way, the higher and lower levels become integrated, forming a relationship of complete equality and fraternity, which further stimulates the enthusiasm and consciousness of the broad masses of workers and staff in building socialism. We must utterly and completely eliminate the lordly airs, the bureaucratic style of work, and the commandist style of work in leadership. To achieve this goal cannot be accomplished in a short period of time; it requires a long-term process, requiring a rectification campaign every year to thoroughly criticize those people with lordly airs, bureaucratic and commandist tendencies, and to change their shortcomings.

In 1959, a small number of Right opportunist elements within the Party opposed the Party's general line, the Great Leap Forward in production, and the people's commune movement. They engaged in factional organizations, carried out activities to split the Party, and launched frenzied attacks from within the Party against the Party's majority. This is a reflection within the Party of the struggle between the proletariat and the bourgeoisie, the two classes in society, and the struggle between the socialist and capitalist roads, the two roads.
