Three Draft Directives on the Report from the Jiangsu Provincial Party Committee
Letter to Liu Shaoqi[1] and Deng Xiaoping[2]
(March 15, 1960)

Comrades Shaoqi and Xiaoping:

There is one document from Hunan and one document from Shandong,[3] for each of which I have drafted a directive on behalf of the Central Committee. In addition, there is one document from Jiangsu, requesting the Central Committee’s permission for them to convene a ten-thousand-person conference; I have also drafted a few lines of directive on behalf of the Central Committee.[4] These three items are hereby submitted for your review. Please propose them for approval at a Central Committee meeting, to be issued within seven to ten days and delivered into the hands of the first secretaries of all provinces, municipalities, and regions. If you find anything inappropriate, please make revisions.

The talks among the first secretaries of the six provinces and one municipality in East China begin today and are expected to conclude in four days. I would like to invite Comrade Li Jingquan[5] to arrive here[6] on the sixteenth of this month to participate in the discussions.

The directives drafted by Mao Zedong on behalf of the Central Committee are respectively titled *Directive of the Central Committee Transmitting the Comprehensive Report on Agricultural Production in Hunan Province* and *Directive of the Central Committee Transmitting the Report of the Shandong Provincial Party Committee on the Arrangements for Daily Life*.
[4] The Jiangsu document refers to a report dated March 9, 1960, from the Jiangsu Provincial Party Committee to the Central Committee, Mao Zedong, and the Shanghai Bureau on the deployment of a province-wide six-level cadres’ conference. The directive drafted by Mao Zedong on behalf of the Central Committee is titled *Directive of the Central Committee Transmitting the Report of the Jiangsu Provincial Party Committee on the Deployment of the Six-Level Cadres’ Conference*.
