The Central Committee agrees with the basic ideas of this report. The ten-thousand-person conference may be convened, or it may be fewer than ten thousand people. The Jiangsu report is hereby issued to you for reference.

The Jiangsu Provincial Party Committee’s report of March 9, 1960, on the deployment of the province-wide six-level cadres conference, addressed to the Central Committee, Mao Zedong, and the Shanghai Bureau, stated: We have decided to convene the province-wide six-level cadres conference on March 18. Participants will come from the province, prefectures (cities), counties, communes, production brigades, and production teams. Each commune will send one party secretary and one representative each from poor and rich brigades and poor and rich teams, totaling approximately 10,000 people. The conference will last 10 days. This meeting will primarily address the five issues mentioned in the Central Committee’s March 3 directive forwarding the Guangdong Provincial Party Committee’s instructions on several current issues concerning the work of the people’s communes. We believe that, on the one hand, this conference must promptly prevent and correct the shortcomings and mistakes existing in these areas, but on the other hand, it must also guard against a minority of cadres interpreting the spirit of the Central Committee’s directive with right-leaning thoughts and sentiments. The conference must further clarify the current excellent situation, summarize the achievements and experiences of the winter-spring production movement, discuss and clarify the five issues from a positive perspective, and, on the basis of clarifying the direction, steps, and methods of transition, mobilize the attending cadres to study and formulate a set of measures for further building the people’s communes, further boost their morale, and set off a major production upsurge centered on spring plowing and spring planting.
