Telegram on the Tenth Anniversary of the Signing

On the occasion of the tenth anniversary of the signing of the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance, allow us, on behalf of the Chinese Communist Party, the Government of the People’s Republic of China and the Chinese people, and in our own names, to extend to you, dear comrades, and through you to the great Communist Party of the Soviet Union, the Soviet Government and the Soviet people, the warmest congratulations.

The conclusion of the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance is a historic event of great significance. It has already exerted and will continue to exert a tremendous influence on the prosperity of both China and the Soviet Union, the safeguarding of world peace and the promotion of the cause of human progress.

Over the past ten years, on the basis of the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance, the relations of friendship, cooperation and mutual assistance between China and the Soviet Union in the political, economic, cultural, scientific and technological and other fields have undergone all-round development. This has enormously consolidated and strengthened the fraternal unity between the peoples of our two countries and has vigorously promoted the common upsurge in the construction undertakings of our two countries. The great Soviet people are quickening their pace in carrying out communist construction on an unprecedented scale; the magnificent targets of the Seven-Year Plan are being turned into reality step by step; and the advanced science and technology of the Soviet Union have won the championship in the most important fields of world science and technology. Under the guidance of the general line for socialist construction, China’s construction undertakings have entered a new stage of high-speed development. In their socialist construction undertakings, the Chinese people have received fraternal assistance in various forms from the Soviet people. Here, on behalf of our Party, our Government and our people, we express heartfelt gratitude to the Communist Party of the Soviet Union, the Soviet Government and the Soviet people.

The Sino-Soviet alliance is a powerful bulwark of world peace. Over the past ten years, China and the Soviet Union, together with the other socialist countries, have cooperated closely and made great contributions in the common struggle to safeguard world peace and oppose imperialist policies of aggression and war. Not long ago, the success of Comrade Khrushchev’s visit to the United States, the Soviet Government’s initiative on general and complete disarmament and its measure of once again unilaterally reducing its armed forces by 1,200,000 men dealt heavy blows at the schemes of the imperialist war-mongering cliques and won the warm acclaim of the peace-loving peoples and countries of the whole world. Recently, the high-level meeting of the states parties to the Warsaw Treaty held in Moscow and the declaration issued by the meeting once again put forward positive and reasonable proposals on general disarmament, a peace treaty with Germany and other major questions relating to world peace. These facts fully demonstrate that the socialist countries always stand in the forefront of the struggle to safeguard peace and have again and again made sincere efforts for the cause of preserving peace. Whether the relaxation of international tension can be continued in the future and whether the ripe international questions can be reasonably settled obviously depends on whether the Western bloc headed by the United States truly possesses sincerity for peace. We are convinced that, with the joint efforts of the socialist camp headed by the Soviet Union and all the peace-loving peoples and countries of the whole world, no matter how the enemies of peace obstruct and sabotage it, the cause of safeguarding peace will certainly win still greater victories.

The great Sino-Soviet alliance, guided by the principles of Marxism-Leninism and proletarian internationalism and based on the complete identity of the fundamental interests of our two countries, is an entirely new type of alliance relationship of the proletariat in power. Therefore, it is an unbreakable fraternal relationship which no force can destroy. The fond dream of the enemies of peace and socialism to split the Sino-Soviet alliance and the socialist camp will never come true.

Dear comrades, as the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance enters its second decade, the Chinese people will, as always, regard the consolidation and development of the unity of China and the Soviet Union and of the socialist camp headed by the Soviet Union as their most sacred international duty. The Chinese people are deeply convinced that in the years to come the great Sino-Soviet alliance will surely make still greater contributions to the lofty cause of striving for world peace and human progress.

May the Soviet people achieve still more splendid successes in the cause of communist construction and the safeguarding of world peace.

May the eternal, fraternal friendship between the peoples of China and the Soviet Union be evergreen for all ages.
