The main content of this report, submitted by the Shanxi Provincial Committee of the CPC to the Central Committee and to Mao Zedong on December 15, 1959, is as follows:

(1) This rectification campaign has two salient features: first, its primary focus is on leading cadres and those in positions of responsibility within Party organizations at all levels who harbor rightist tendencies; second, it is broad in scope, involving virtually every Party member and cadre.

(2) This rectification campaign is an endeavor for every Party member and cadre to pass the socialist test and to realign themselves politically and ideologically. It is therefore imperative to carry the campaign through to completion, making it the central thread running through all work, so as to secure a dual victory—both in the rectification campaign itself and in the mass movement to increase production and practice economy.

(3) The gains of this campaign include: — An elevation of political consciousness among the masses; many issues previously regarded as relatively minor are now being understood in terms of the fundamental principle of the two roads. — Through heart-to-heart talks and criticism, serious errors in certain units have been exposed.

(4) A preliminary analysis has been conducted of the key targets of criticism. Their common characteristics are: a lack of ideological preparation for the socialist revolution and the failure to adopt a proletarian worldview; they seek to transform the Party according to a bourgeois outlook. There is also a group of comrades who are fundamentally sound but, owing to insufficient ideological preparation for the socialist revolution, have lacked firmness in the face of major upheavals.

(5) The effects of the anti-rightist rectification campaign have been immediate and evident. Not only has the political awareness of the Party members and cadres participating in the campaign been raised, but the overall momentum of economic construction has also been steadily gathering strength.
