The scope of discussion is expressed in the first person.
What is the enemy’s strategy?
(1) The banner of peace, vigorously building missiles, vigorously establishing bases, preparing to use war to eliminate socialism. This is the first hand.
(2) The banner of peace, cultural exchanges, personnel exchanges, preparing to use corrosion and evolution to eliminate socialism. This is the second hand.
Preserve oneself, eliminate the enemy: this is the basic principle.
Sometimes détente, sometimes tension; détente here, tension there; détente in Europe, tension in Asia; win over opportunism, isolate Marxism-Leninism.
Has revisionism already become a system, and will it be resolutely carried out in this way?
It may be so; it may still be possible to change.
It may persist for a long period (for example, more than ten years);
It may persist only for a short period, for example, one, two, three, or four years.
The fundamental interests of China and the Soviet Union determine that these two great powers will always unite. Certain disunities are only temporary phenomena, still a relationship of nine fingers to one finger.
Historical events of the one finger:
1945, revolution was not permitted, but later it was approved.
1949–1951, doubted whether it was a true revolution, initially unwilling to conclude a Treaty of Mutual Assistance and Alliance,

but later changed. Over the past ten years, helped us build many factories.
1953, Gao, Rao, Peng, Huang, with Moscow’s support, carried out a subversive activity. [I]
1954, the Lüda military base and the four joint-stock companies were relinquished.
1956, the anti-Stalin incident, the theory of peaceful transition emerged, we published two articles. [2]
1957, China’s Rectification and Anti-Rightist campaigns, the question of contradictions among the people was raised; the Moscow Declaration in autumn, we criticized our friends.
1958,
China formulated the general line for the period of socialist construction,
the Great Leap Forward emerged,
the People’s Communes. The Sino-Soviet talks in Beijing in August, the joint fleet and the 70% investment for establishing a radio station incident, we resisted this offensive. The Jinmen shelling incident frightened our friends.
1959, the Tibet incident,
the Sino-Indian border incident, the exchange of documents between the two parties in September, the Beijing talks in October, resisted the fallacies of our friends.
In the same year, the remnants of Gao and Rao, again with the support of friends, carried out another subversive activity.
In the same year,
1959, from March to the present, our friends, together with imperialism, reactionary nationalism, and Titoist revisionism, organized a grand anti-China chorus.

The “Resolution on the Errors of the Anti-Party Clique Headed by Comrade Peng Dehuai” adopted by the Eighth Plenary Session of the Eighth Central Committee of the Communist Party of China on August 16, 1959, held that “the activities of the anti-Party clique headed by Comrade Peng Dehuai during and before the Lushan Conference were purposeful, prepared, planned, and organized activities. This activity is a continuation and development of the Gao-Rao anti-Party alliance incident.”
In December 1978, the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China reviewed and corrected the charges, including “illicit relations with foreign countries,” previously imposed on Comrade Peng Dehuai.
On June 19, 1980, the “Conclusion on the Re-examination of Comrade Huang Kecheng” by the General Political Department of the People’s Liberation Army pointed out: “There is fundamentally no issue of Huang Kecheng participating in the Gao-Rao anti-Party alliance.”
The “Resolution on Certain Questions in the History of Our Party Since the Founding of the People’s Republic of China” adopted by the Sixth Plenary Session of the Eleventh Central Committee of the Communist Party of China on June 27, 1981, pointed out: “The resolution of the Eighth Plenary Session of the Eighth Central Committee on the so-called ‘anti-Party clique of Peng Dehuai, Huang Kecheng, Zhang Wentian, and Zhou Xiaozhou’ was completely erroneous.”

China will, over a long period, on the one hand be isolated, and on the other hand gain the support of many Communist Parties, many countries, and many peoples in the world. Under these difficult circumstances, China will become considerably strong within eight years.
Within eight years, China will complete the initial construction of an industrial system, complete the initial construction of cutting-edge industries; complete the initial establishment of a technical contingent, complete the initial establishment of a theoretical [contingent]; complete a great enhancement of the political consciousness of the Party and the people.
(Or all three may not be completed, or may be completed.)
Be prudent and careful, present the facts, and reason things out.
Learn from the Soviet Union’s strong points, support all correct propositions of the Soviet Union.
The reactionaries’ great anti-China campaign has two benefits: first, it exposes the features of the reactionaries, causing them to lose prestige before the people; second, it arouses the awakening of the majority of the world’s people, who will see that reactionary imperialism, nationalism, and revisionism are enemies, are swindlers, are shady goods, while China’s great banner is bright red.
The whole world is extremely bright. The thicker the dark clouds, the more the brightness.
The great development of Marxism-Leninism in China is beyond any doubt.
The Khrushchevs are very naive. He does not understand Marxism-Leninism, is easily deceived by imperialism.
His ignorance of China reaches the extreme, and he does not study, believing a large pile of incorrect intelligence, speaking irresponsibly. If he does not correct himself, in a few years he will be completely bankrupt (after eight years).
He is extremely panicked about China, panicked to the extreme.
He has two great fears: one, fear of imperialism; two, fear of Chinese communism.
He fears that the various parties of Eastern Europe and the various Communist Parties of the world will not believe them but will believe us.
His worldview is pragmatism, which is an extreme form of subjective idealism. He lacks rules; as long as it is advantageous, he changes with circumstances.
The Soviet people are good, the Party is good. Certain undesirable work styles within the Party and the people, certain metaphysical work styles, certain bourgeois liberalism, are historically inherited. Lenin

died early and did not have time to reform them.
These liberalisms, along with great-power chauvinism, will one day turn into their opposite and become good. There is nothing in the world that does not turn into its opposite. Our country will also turn into its opposite, and then turn into the opposite of the opposite, that is, the positive side.
Uninterrupted revolution.
In communist competition, imbalance is an objective law, existing independently of human will. The theory of synchronizing watches [1] is anti-Marxist-Leninist. Raising the theory of synchronizing watches expresses their extreme panic.

In this situation, the socialist countries themselves, the leadership itself, will help the enemy to oppose socialism, to oppose communism. And this cannot be permitted.”
