Xinhua News Agency has done some work over the years. However, when it comes to developing its foreign bureaus, it has hardly done anything at all. It sends far too few correspondents abroad, resulting in a severe lack of original reporting; even what little there is is insufficient. Why is this? Is it because there aren’t enough qualified personnel? China is such a large country—can it really not spare any staff? Or has the Publicity Department of the CPC Central Committee failed to provide adequate support in the past?

We should embark on a major expansion, establishing bureaus in every country and effectively “covering” the entire globe, so that people all over the world can tune in to our broadcasts.
