Note 〔1〕 This draft plan, issued by the Ministry of Metallurgical Industry on December 14, 1959, stated that the requirements for the iron and steel industry’s development over the next eight years were: First, continue to implement the policy of developing large, medium, and small enterprises concurrently, combining central and local efforts, and integrating indigenous and imported technologies, so as to ensure rapid development. Second, establish complete iron and steel industrial systems in each major region, thereby basically resolving the issue of industrial layout. Third, fully meet the national economy’s needs for various types of steel products. Based on these principles and tasks, the preliminary projection was that steel production would reach between 60–70 million tons or 70–80 million tons by 1967.
