This draft plan issued by the Ministry of Metallurgical Industry on December 14, 1959, points out that the requirements for the development plan of the iron and steel industry over the next eight years are: 1. Continue to implement the policy of simultaneous development of large, medium, and small enterprises, simultaneous development by the central and local authorities, and simultaneous use of both indigenous and foreign methods, so as to ensure high-speed development. 2. Establish complete iron and steel industry systems in each major region, fundamentally resolving the issue of the geographical distribution of the iron and steel industry. 3. Fully meet the needs of national economic development for the variety of iron and steel products. Based on the above policies and tasks, the preliminary assumption is that steel output will reach 60 to 70 million tons or 70 to 80 million tons by 1967.
